Bio

Dr. Chang is an expert on asset management, infrastructure management, knowledge management, pavement management, pavement evaluation and design.  Dr. Chang has contributed to the development of sustainable infrastructure decision-making models to integrate economic, environmental, and social dimensions to foster public health, safety, and welfare of the society at the local, regional, national, and international level.  His research work involves the development of performance models, advanced decision-making frameworks, methodologies and tools to apply multi-decision criteria, life-cycle and risk analyses of infrastructure systems.   Among his research sponsors are the National Highway Cooperative Research Program (NCHRP), Metropolitan Transportation Commission in California (MTC), the Texas Department of Transportation (TxDOT), the El Paso Metropolitan Planning Organization (MPO), and the City of El Paso. Dr. Chang  serves as the Chair of the ASCE Infrastructure Systems Committee, Vice President of isMARTI, and Research Coordinator of the Transportation Research Board Pavement Management Systems Committee. Dr. Chang is also an International Road Federation Fellow (IRF) and recipient of the Excellence Award from the Texas Society of Professional Engineering.
